Abstract

Современная экономическая наука пока еще не дает полноценного теоретического обоснования формированию экономических механизмов развития муниципальных образований (МО) в условиях перехода к строительству экономики на основе знаний. Сложившиеся механизмы управления муниципальными образованиями не способствуют эффективному использованию местных ресурсов. Ставшие традиционными для России стратегии экономического развития МО, основанные на привлечении на их территорию известных крупных компаний из других регионов, доказали свою несостоятельность. На поверку такой подход оказывается не стабильным, не способствует значительному увеличению количества рабочих мест и, что самое главное, не обеспечивает существенного прироста местного бюджета
