Abstract

Современный период развития российской экономики отмечен изменением приоритетов в ее развитии. Так, начиная с 2005 г. повышение качества жизни граждан России рассматривается высшими органами власти в качестве ключевого вопроса государственной политики, которая должна все больше нацеливаться на повышение благосостояния народа и создание благоприятных условий для проживания.
