Abstract

Во всех странах мира правительства стремятся уйти от все возрастающего бремени прямого финансирования растущей системы высшего образования. Так, в США даже для государственных вузов объем финансирования правительством не превышает 30% от общих бюджетов университетов. В этих условиях учебные заведения вынуждены превращаться, по сути, в предпринимательские структуры, самостоятельно изыскивающие средства для существования и развития
