Модернизация Региональной Теплоэнергетики: Проблемы Поиска Источников Финансирования

Abstract

В статье приводится краткий обзор данных по состоянию объектов теплоэнергетики Свердловской области, особое внимание уделяется социальной значимости поставки тепловой энергии в климатических условиях Свердловской области. Признается необходимость модернизации оборудования, участвующего в процессе поставки тепловой энергии. Основная проблема поиск источника финансирования мероприятий, связанных с капитальным и текущим ремонтом, заменой старого оборудования. Тарифы на тепловую энергию, повышение которых имеет широкий общественный резонанс, регулируются государством. В этой связи рассматриваются три возможных варианта поиска источников финансирования: либерализация тарифов на тепловую энергию, государственная поддержка теплоэнергетической отрасли, привлечение частных инвестиций с применением механизмов государственной поддержки. Делается вывод о приоритетном развитии третьего источника финансирования.
