Особенности Управления Муниципальными Финансами В России

Abstract

Структурированы факторы, влияющие на организацию и эффективность управления муниципальными финансами в современных условиях. Проанализированы различия усредненного местного бюджета по стране и бюджета г. Липецк за 2006-2009 гг., а также системы оценки эффективности органов местного самоуправления, принятые на федеральном уровне и в Липецкой области. Авторы видят необходимость в изменении системы оценки эффективности деятельности органов местного самоуправления для нивелирования действия неоптимальных организационных, правовых и финансовых условий, в т. ч. поведенческих факторов.
