Сложности И Противоречия Построения Децентрализованной Бюджетной Системы: Теоретический Аспект

Abstract

В статье рассматриваются подходы к исследованию бюджетной децентрализации, выделены теоретические позиции различных отраслей общественных наук, актуальные для развития инструментария анализа бюджетных и межбюджетных взаимосвязей в условиях бюджетной децентрализации, формирования эффективного механизма бюджетной децентрализации в многоуровневых бюджетных системах. Раскрывается процесс развития централизации/децентрализации в современных условиях, связанный с вопросами административного и политического государственного управления, обусловливающий необходимость разработки и внедрения новых (или на качественно ином уровне) механизмов координации и взаимодействия принятия и реализации управленческих решений структурами публичной власти разного уровня.
