Abstract

Статья посвящена анализу проблем развития регионов. Программно-целевой метод хозяйственно-территориального управления служит одним из важных средств активного влияния государства на социально-экономический комплекс проблемных регионов. В сложившихся условиях целевые программы являются тем инструментом, который позволяет помочь региональным властям преодолеть существующие проблемы, выйти на новый уровень управления развитием регионов. В процессе работы над подготовкой и реализацией целевых долгосрочных программ региональные руководители, менеджеры приобретают навыки системного подхода к проблемам региона. В настоящее время наличие научно разработанных стратегий социально-экономического развития территорий является обязательным. Федеральной властью предпринимаются последовательные шаги по координации различных программ социально-экономического развития регионов.
