К Вопросу Эволюции Муниципального Управления В России

Abstract

В настоящей статье авторами предлагается выделять в эволюции муниципального управления восемь основных этапов, начиная с организации общин в Древней Руси и заканчивая современным, характеризующимся созданием полноценной законодательной базы для функционирования муниципальных образований и управления ими. Особо отмечается роль в этой эволюции видных государственных деятелей и правителей Российского государства, раскрывается суть их реформ в области муниципального управления. В заключительной части статьи сделан ряд обобщений, в частности отмечена значимость законодательной базы. Авторами сделан вывод о том, что преобразования, проведенные в России в последние 13-15 лет, по сути, возродили муниципальное управление, и можно говорить о позитивных тенденциях в его развитии в предстоящие годы.
