Abstract

В статье рассмотрены стандарты аудита, разработанные международным объединением национальных организаций, осуществляющих контроль в бюджетной сфере, называемые INTOSAI, и Международные стандарты аудита, а также разработанные на их основе российские стандарты аудита и их использование (достоинства и недостатки) при проведении аудита бюджетных средств. Рассмотрена роль и функции Счетной палаты при проведении аудита эффективности использования бюджетных средств. Выявлено, что необходимо совершенствовать законодательную и нормативную базы; продолжать работу над методическими аспектами внешнего аудита; рассмотреть необходимость и возможность привлечения к внешнему аудиту бюджетного сектора независимых коммерческих аудиторов.
