Основы Программного Планирования И Финансирования Бюджетных Инвестиций

Abstract

В статье акцентируется внимание на основах программного планирования и финансирования бюджетных инвестиций. Бюджетное финансирование инвестиционных проектов проводится посредством финансирования в рамках целевых программ и финансовой поддержки. Объектами исследования являются инвестиции в уставные капиталы действующих или вновь создаваемых предприятий, бюджетные кредиты, гарантии и субсидии. Высказанные автором предположения говорят о том, что программно-целевое планирование должно в самое ближайшее время стать основой всего бюджетного планирования. Для этого необходимо принять меры для ускорения внедрения программно-целевого принципа бюджетного планирования на основе формирования долгосрочных целевых программ.
