Финансовая Стабильность: Теоретический Анализ

Abstract

Глобальный финансовый кризис повысил актуальность исследований стабильности финансовой системы. В статье обосновывается позиция автора относительно понятий «финансовая система» и «финансовая стабильность». Доказывается ошибочность подхода, ограничивающего финансовую систему только государственными финансами, а также подхода, включающего в состав финансовой системы домохозяйства и организации нефинансовой сферы. Определяются условия, при которых финансовая система находится в состоянии стабильности. Делается акцент на отрицательном влиянии на стабильность финансовой системы России существующего между ФСФР и ЦБ РФ конфликта регулирования, а также целесообразности пересмотра требований Банка России к капиталу банков.
