Abstract

В статье предпринят анализ проблемы, остро поставленной в дореволюционной России. Необходимость реформирования системы начального образования сочеталась с наличием серьезных этноконфессиональных проблем, характерных для школ различного типа. Отношение правительства к национальным и конфессиональным школам стало одним из важнейших обстоятельств, определяющих характер взаимодействия с населением империи. От учета этих обстоятельств в значительной степени зависели успех и эффективность внутренней политики правительства.
