Гибкость И Адаптивность Новых Институтов Как Факторы, Определяющие Их Эффективность

Abstract

Статья посвящена рассмотрению влияния гибкости и адаптивности на эффективное развитие новых институтов. Особое внимание уделено причинам неэффективности институтов, кроящимся в недостаточной оценки возможного проявления дисфункции, неоднородности и отсутствия комплиментарности. В качестве предварительной оценки эффективности новых институтов, учитывающих институциональную сложность, предложено использовать критерий гибкости и адаптивности. Определены дефиниции гибкости и адаптивности: выделены их структурные особенности, отличительные черты и влияние на рост трансакционных и трансформационных издержек. Проанализировано проявление гибкости и адаптивности институтов на обобщенной типологии институциональных изменений. В соответствии с рассмотренными свойствами новых институтов определено их влияние на оценку эффективности создаваемых институциональных структурных единиц.
