Abstract

В статье новое освоение (переосвоение) Арктической зоны России рассматривается как крупнейший мегапроект и новый «северный» вектор социально-экономического развития страны на среднеи долгосрочную перспективу. Анализируются проблемы и оценивается достаточность научного потенциала для решения этой задачи, формулируются рекомендации по укреплению и развитию исследовательской базы Арктической зоны России. На примере ситуации с коренными малочисленными народами рассматриваются институциональные проблемы и предлагаются решения, касающиеся правового обеспечения и регулирования социальногуманитарных аспектов комплексного развития Арктики в среднеи долгосрочной перспективе. Дается оценка существующей институциональной основы разработки и реализации Арктического мегапроекта, формулируются рекомендации по совершенствованию организации управления мегапроектом, основанные на использовании программно-целевого подхода.
