Abstract

В статье дается оценка динамики расходов на здравоохранение и образование по всем источникам их финансирования как инвестиций в человеческий капитал за период 1995-2012 гг. Представлены данные сравнительного анализа расходов на эти цели в России и других странах. Рассматриваются вопросы эффективности функционирования систем здравоохранения и образования, дифференциации населения по доступности медицинских и образовательных услуг.
