Abstract

В статье проведен анализ развития и становления муниципальных облигаций в России как инструмента финансирования муниципальных расходов, отражены проблемы развития рынка муниципальных ценных бумаг. Приведена периодизация выпусков муниципальных облигационных займов в период с 1992 по 2009 г., дан обзор изменений законодательства и их влияния на процесс развития этого сектора рынка ценных бумаг.The article analyzes the development and establishment of municipal bonds in Russia as a means of financing municipal expenditures, reflecting the problems of market development of municipal securities. Shows the periodization issue municipal bond issues in the period from 1992 to 2009, provides an overview of legislative changes and their impact on the development of this sector of the securities market
