Основы Методологии Согласованной Оценки Эффективности И Результативности Государственных Программ

Abstract

Данная статья посвящена актуальной проблеме оценки результативности и эффективности реализуемых государственных программ. В статье дается понятие государственной программы на основании её влияния на основные функции деятельности государства. Описывается разработанная автором методика оценки любой государственной программы на предлагаемых методологических принципах «согласованности» и «идеальной программы». Определены выражения для расчета результативности и эффективности государственных программ в соответствии со стандартами ИСО 9000:2000. Получена типология государственных программ в соответствии с данной методикой оценки.
