Особенности Разработки И Применения Сбалансированной Системы Показателей С Учетом Типологии Муниципальных Образований

Abstract

Новая редакция Федерального закона РФ от 6 октября 2003 г. № 131-ФЗ «Об общих принципах организации местного самоуправления в Российской Федерации» различает муниципальные образования по их типам, особенности которых необходимо учитывать при составлении программ развития. Различия городских и сельских поселений проявляются по всех областях: начиная от финансовой (источники формирования бюджета), заканчивая социальной (проблема старения сельского населения, нехватки квалифицированных кадров). Разделение муниципальных образований на городские и сельские позволяет выявить стратегически верные ориентиры и учесть особенности данных типов в сбалансированной системе показателей.
