Abstract

В статье изложены проблемы, с которыми сталкиваются органы законодательной и исполнительной власти России при рассмотрении законопроектов о внедрении прогрессивного налогообложения доходов физических лиц. Представлены доводы «за» и «против» внедрения прогрессивного налогообложения применительно к России. Приведен межгосударственный сравнительный анализ эффективности налоговых систем стран членов ОСЭР и России как инструментов для борьбы с бедностью и стратификацией населения по уровням доходов
