Антикризисная Политика Монетарных Властей (1994–2014)

Abstract

С начала 80-х гг. ХХ века сформировалась глобальная финансово-экономическая среда и система, одним из признаков которой стали кризисы глобальных финансов. Их колыбель — национальная экономика (Мексика-94, Южная Корея-97, США-08); классическая природа — разбалансированность внутреннего рынка. В условиях глобальной экономики «волны финансового цунами» захлестывают и другие экономики. Антикризисные действия монетарных властей имели характер комбинации кейнсианских и монетаристских рецептов. К первым отнесем национализацию, покупку государством (или региональными финансовыми институтами — ЕЦБ) проблемных активов, поддержание занятости и спроса, социальные программы, государственные расходы на High-tech. Ко вторым — налоговые льготы, уменьшение учетных и процентных ставов, недопущение инфляции за счет регулирования денежной массы
