Организационно-Методические Подходы К Формированию Доходной Части Федерального Бюджета

Abstract

В статье показано, что ключевая проблема формирования необходимых обществу бюджетных услуг решается на основе двух организационно-методических подходов. Первый подход формируется, исходя из приоритетов и стратегических целей социально-экономического развития страны. Согласно второму подходу, сначала выявляются потребности общества в получении услуг от государства в различных сферах на основе опросов общественного мнения, специализированных исследований, мнений экспертов в конкретных областях и т.п., а затем формируется перечень целей, задач и необходимых мероприятий для решения выявленных проблем и определяется их стоимость.
