Abstract

В статье рассматриваются особенности формирования современной банковской системы России в увязке со становлением методов регулирования и надзора и проблемами их реализации. Анализируются причины и специфика кризисов, через которые прошли банки в последние 20 лет. Исследуются решения, принятие которых способствовало сглаживанию или обострению кризисных явлений в банковском секторе. Особое внимание уделено ситуации, возникшей осенью 2013 г.: рассмотрены приведшие к ней причины и возможные последствия для экономики. Отмечена необходимость своевременного принятия мер к банкам, занимающимся противоправными операциями. Обосновывается целесообразность уточнения особенностей действующего понятия «срочный вклад» с приданием ему статуса безотзывности и одновременного введения в законодательство нового термина «сберегательный вклад» со своими специфическими условиями.
