Структурные Сдвиги В Российской Экономике И Промышленная Политика

Abstract

В статье рассматриваются интенсивность и направленность структурных сдвигов в российской экономике за период постсоциалистического развития. Автор показывает зависимость между изменениями коэффициентов структурных сдвигов, характеризующих их интенсивность, и экономической динамикой. Наиболее глубокие сдвиги в структуре выпуска происходят в условиях экономического спада, во время роста экономики отраслевые пропорции относительно устойчивы. Качество структурных сдвигов измеряется через оценку приближения структуры российской экономики к структуре, взятой в качестве эталонной. В ходе рыночной трансформации наиболее уязвимыми отраслями стали обрабатывающая промышленность, наука и научное обслуживание. В статье обосновывается необходимость реализации активной промышленной политики для целенаправленного воздействия на характер изменения экономической структуры.
