Abstract

This article investigates the creation of the Russian Empire's statistical authorities, especially those involved in collecting and studying financial data. The author considers the three-leveled structure of these statistical bodies and the role played by the Ministry of Finance within this structure. The inner structure of the Ministry of Finance is described with emphasis on the kind of financial data collected by different departments. Some of the most important financial issues are described. The article is supplemented with a bibliography of the main statistical publications of the Ministry of Finance (1802-1917) which includes 72 volumes.
