Принцип Эквивалентности Услуг В Местных Финансах

Abstract

В статье освещается принцип эквивалентности услуг применительно к разделению источников доходов между государством и местными органами власти и распределению налогового бремени внутри муниципальных образований. Определены субъекты и инструменты обложения, отражающие выгоду от местных расходов; обоснована пагубность финансирования расходов, имеющих местное значение, посредством трансфертов. На основании анализа значимости различных источников доходов местных бюджетов сделан вывод о том, что принцип эквивалентности услуг в местном финансовом хозяйстве современной России реализован слабо.
