Abstract

Обсуждается основной принцип компетентностного подхода принцип самообучения, который был реализован в новом Федеральном государственном стандарте высшего профессионального образования (ФГОС ВПО-3). Показано, что все требования нового Федерального стандарта могут быть реализованы, если ведущие государственные университеты будут преобразованы в финансово автономные институты национального и регионального значения.
