Abstract

На этапе модернизации и технологического развития экономики России проблема относительно точного измерения, справедливого отделения ренты от затрат и нормальной (или экономически обоснованной) прибыли становится фундаментальным вопросом не только и не столько налоговой политики РФ, централизованного изъятия ренты в суверенные фонды, сколько ключевым вопросом переосмысления институциональной роли фирмы как субъекта генерации и воспроизводства факторов (ресурсов), формирования тенденций экономического роста. На формирование новой институциональной среды в российской экономике, прежде всего в контексте достижения целей модернизации и технологического развития, направлен новый инструмент с явными ограничительными и распределительными функциями Программы инновационного развития компаний…», требующий активного внедрения и развития.
