К Вопросу О Полномочиях Президента Рф По Осуществлению Помилования

Abstract

Статья посвящена конституционным полномочиям Президента РФ как гаранта прав и свобод человека и гражданина в сфере правового статуса личности осуществлению помилования. Осуществлению полномочий главы государства по помилованию содействуют органы государственной власти субъектов РФ, в том числе комиссии по помилованию, а также его аппарат Управление по обеспечению конституционных прав граждан Администрации Президента РФ. Автором сформулированы предложения по совершенствованию законодательства в сфере установления правовых пределов президентских полномочий в гуманитарной сфере по предоставлению помилования.
