Межбюджетные Гранты В Финансировании Инвестиционной Деятельности Организаций

Abstract

В данной статье речь идет о межбюджетном финансировании. При этом подчеркивается, что финансирование одного уровня правительства другим может осуществляться двумя основными способами: системой регулирующих налогов и системой грантов. Отмечается, что межбюджетные гранты дают возможность компенсировать часть государственных расходов на региональном и муниципальном уровнях, решить проблему горизонтального дисбаланса и проблему экономического дисбаланса развития различных территорий, часть политических проблем. В статье также даются критерии классификации различных типов выравнивающих грантов: по налоговому потенциалу региона или муниципалитета, уровню государственных расходов на душу населения, по оценке инвестиционных проектов, критерии софинансирования, основанные на плановых бюджетных расходах.
