Locational Analysis and Rural Development: Capacities and Limits of Regional Planning Practitioners

Abstract

This commentary, written from the viewpoint of rural regional development practitioners in Sri Lanka, identifies the useful elements of the location-allocation and urban functions approaches to location analysis in rural economic development. The two methods' purposes, concepts, tools, and techniques are not mutually exclusive, but before they can be applied effectively, there must be an understanding of the goals and constraints facing rural planning practitioners. There must also be recognition of their real-world operating environment.
