The Adoption of Economic Development Policies by State and Local Governments: A Review

Abstract

This article reviews the literature on state and local government adoption of economic development policy. Some of the social, economic, and political factors that have been linked to enactment of development policy are identified. Three general categories of explanations are described and the empirical evidence supporting each of these explanations is examined.
