Abstract

Le « modèle de Shekou » est un étendard que brandit une entreprise – la China Merchants – et dont se saisit la propagande chinoise pour vanter le succès de ses zones économiques spéciales (ZES) et les proposer en modèle aux pays en développement. Dans ce texte, nous ne nous intéresserons pas à ce qui a été accompli tant en Chine qu’à l’étranger, mais nous nous interrogeons sur la conception et l’avènement de la zone industrielle de Shekou entre 1977 et 1984 et nous constatons que la naissance des ZES doit plus au hasard et à une volonté générale de réformes qu’à une réflexion de politique économique, partant que Deng Xiaoping a très certainement joué un rôle beaucoup plus limité que ce que l’on rapporte généralement.
