Abstract

Cet article aborde, dans une perspective historique et institutionnelle, les modalités de gestion de la rente pétrolière dans l’Équateur de l’ère pétrolière (1972-2017). Trois périodes sont distinguées : le nationalisme pétrolier (1972-1981), le néolibéralisme (1982-2006) et le néo-développementisme de la Révolution citoyenne (2007-2017). Une première partie discute des enjeux liés à la gestion de la rente dans une économie primo-exportatrice dépendante. Une deuxième partie s’intéresse aux tensions liées à la gestion de la rente dans les années 1972-2006. À cette époque, une coalition politique, constituée par l’alliance de l’oligarchie financière/agro-exportatrice et de capitaux étasuniens, a entravé la modernisation étatique et favorisé une gestion inefficiente de la rente pétrolière, qui a aggravé la dépendance du pays. Enfin, nous montrons dans une troisième partie qu’à partir de 2007, la Révolution citoyenne met en œuvre de nouvelles modalités de gestion de la rente dans un contexte favorable, avec toutefois des marges de manœuvre limitées en matière de politique économique.
