Abstract

Nous proposons de mobiliser le concept de régime de concurrence pour appréhender la co-évolution des stratégies individuelles et des régulations collectives et publiques dans un domaine d’activité particulier. Combinant l’institutionnalisme historique de John R. Commons aux apports de la théorie de la régulation et de la socio-économie, le régime de concurrence définit les marges de manœuvres individuelles des opérateurs (faisceau de droits de propriété) compte tenu des régulations sectorielles informelles (conceptions de contrôle) et formelles (structures de gouvernance) et des régulations publiques (règles de l’échange). Les résultats des recherches empiriques menées sur la transformation des secteurs laitiers français et allemands au cours des 60 dernières années montrent le rôle central joué par l’action collective dans la stabilisation des marchés, tant dans le cadre de politiques publiques interventionnistes (effectivité et extension du cadre réglementaire) que libérales (structuration d’ordres sectoriels). La différenciation régionale des régimes de concurrence ressort en Allemagne comme un levier essentiel d’adaptation à la libéralisation des marchés laitiers. Le verrouillage sectoriel national dans le cas français limite les possibilités régionales d’innovation et de création de valeur et freine la transition vers un régime de concurrence post-industriel.
