Abstract

The purpose of this study was to describe the activities of the organizational units / institutions supporting farm, analyze and formulate strategies for implementation of activities supporting institutions Farms, and propose draft agricultural management model for paddy rice - PTD-RAU services approach center of Ministry of Agriculture and Assessing policy based synchronization and regulatory investigations related Kementan input-process-output and institutional Poktan, Gapoktan, special paddy-fields, and improving the implementation of several regulatory proposals that have not been properly implemented, in order to strengthen the institutional model of agriculture (new) PTD-RAU services center. The method used is the primary and secondary data. Primary data was collected through a questionnaire with the approach of the focus group discussion (FGD) participatory. Respondents were agriculturalists (relevant officials, paramedics farmers, extension workers, gapoktan and poktan). Secondary data was collected through the research library of publications organizational units / agencies agricultural support. The study design was causality and descriptive analysis, the 2 methods of analysis, namely (1) SWOT Analysis, where as the SWOT factors are organizational units / agencies agricultural support; and (2) the study of Law, where as the object of research are various regulations related to the agricultural sector. SWOT analysis results indicate the presence of various regulations that its performance is not optimal. Application of PTD-RAU agricultural model will be optimal if supported by a variety of appropriate regulation / appropriate, reliable human resources, as well as socialization and funding in the implemen-tasinya. For this reason, an inventory, synchronization and Legal investigations related inputs, processes and outputs, as well as institutional farmers.
