Abstract

Introduction. The comprehension of the cyclicwave methodology, its verification on specific material of rural development, determines the necessity to develop methodology for analyzing and assessing organizational and economic potential, selecting key areas and mechanisms for launching processes of new structural-digital transformations in the agro-industrial complex and rural areas, taking into account new factors and development conditions. Topicality of the research. It is territorial exclusivity, organizational and economic potential that determine the initial conditions for forming and implementing a new management model in the spatial aspect. This applies, firstly, to improving the quality of life and livelihoods of people, a new format for process modernization of the economy, infrastructure and public administration; secondly, to determining decisive importance for a particular territory, in the real space of the territorial section of economic, social and other transformations. In this regard, the most important and relevant is analytical generalization and systematization of multifaceted theoretical, methodological, applied researches and scientific understanding of the factors changing general and specific patterns of forming and implementing the organizational and economic mechanism of territorial management. The aim of the study is to develop theoretical and methodological foundations for assessing and forecasting the effective development of territorial socio-economic systems in order to justify management decisions in a separate agricultural territory. Methods. As a tool for obtaining information for strategic management decisions in the field of sustainable development of territories, the methods of the program approach and the economic and mathematical apparatus are considered. The scientific novelty of the research lies in the developed theoretical and methodological foundations of studying rural development processes, economic growth. Results. A new model of territorial potential management is presented, which makes it possible to assess production potential, innovative potential, investment potential and personnel. Conclusions. It is concluded that the conceptual level of sustainable development management reflects the goal: to strategize the agricultural sector and rural areas development. A plan of measures for improving organization and management of rural areas spatial development in eleven directions is presented.
