Abstract

Introduction. The issues of transforming the economy of the old industrial regions of Russia are, and will remain, highly relevant for a long time. This is largely due to the objective action of a powerful factor – technological delay accumulated over many decades, as well as the limited resources to overcome it. Another important factor is the necessity to transform the economy without reducing the population’s life quality in the process of restructuring, in particular, the level of employment and income. Searching for ways of transition of the economies of Russia’s old industrial regions from the industrial to the post-industrial type currently is both complex and relevant. Is this possible in the short term, is an intermediate stage of the transition of the economy to a neo-industrial type needed, and how soon can this transition be made? This article is aimed to give answers to these questions. The aim of the article is make an industrial analysis of the large enterprises performance in the Urals and Western Siberia from 2011 to 2017 and on the basis of this analysis to form an approach to selecting priority sectors for the transition from an industrial type to a neo-industrial type. Methods. The basic research methodology is a systematic approach to solving the problems of managing the development of complex systems. In solving specific problems, scientific methods of generalization, grouping, comparative analysis and classification of the results of large enterprises activities of the Urals and Western Siberia were used. The study is based on the concept of forming a neo-industrial economy as an intermediate stage in the transition of the old industrial regions to a post-industrial economy. The authors analyzed literature sources to summarize Russian and foreign experience in transforming the economies of old industrial territories, as well as official statistics on the largest enterprises in the Urals and Western Siberia from 2011 to 2017. The scientific novelty of the study. On the basis of the results of large enterprises activities, the article presents for the first time the results of analyzing the sectoral structures of the economies of the old industrial regions of the Urals and Western Siberia from 2011 to 2017. The sectors whose large enterprises have the highest rates in terms of volume and increase in sales of products are identified. The expediency of a phased transition of the economy of the old industrial regions to the post-industrial type with an intermediate stage of forming the neo-industrial economy is shown. The authors point out the industries whose large enterprises could potentially become drivers of the regional economy during the transition of the regions of the Urals and Western Siberia to the neo-industrial type. Conclusions. The results of the research can be used to solve applied problems of developing the economies of the old industrial regions, as well as for a deeper study of the specifics and development priorities of the sectoral structures of the regional economies of the Urals and Western Siberia.
