Abstract

Introduction. The development of digital (information) technologies at the present stage affects almost all areas of economic activity. Digital technologies can be introduced by private organizations to gain competitive advantages, or develop as a result of systematic activity of the authorities. In the latter case, the problem of objective assessing the effectiveness of these technologies is particularly relevant. The article highlights the results of studying the basic element of the information infrastructure of the housing and public utility sector of the Russian Federation “State Information System of the Housing and Public Utility Sector”. The aim of the study is to develop a model for evaluating the effectiveness of the “State Information System for the Housing and Public Utility Sector”. Methods The study was conducted with the tools of analysis and generalization in determining the boundaries of the problem area and classifications. The system approach and modeling were used when forming the assessment model and describing its individual elements. The scientific novelty of the research lies in expanding the methodological apparatus of using information technologies at the macro level on the basis of developing a model for evaluating the effectiveness of a digital platform. The main results of the study include: generalization of the basic directions for evaluating the use of information technologies, formation of an assessment model for using the “State Information System for Housing and Public Utility Sector”; classification and description (as centers of costs and benefits in the assessment model) of housing and public utility sector of Russia; primary assessment of the effectiveness of SIS utilities at the macro level. Conclusions. Assessment of the information technology effectiveness requires methodology that can take into account the specific aspects of this resource, including high correlation with administrative and management costs, a relatively long payback period for investments in information projects, the effect of “general purpose technologies”; SIS Housing and Public Utility Sector is a branched digital platform serving the activities of various actors: authorities, housing stock owners, managing organizations, housing and utilities enterprises and regional operators; evaluation of the effectiveness of the SIS utilities shows the investment failure of the project at the moment; SIS housing and public utilities is not a means of reducing the costs of housing and public utility service, but at the same time it creates an additional service of “digital maintenance of housing and public utilityl relations”; webometric analysis of the site https://dom. gosuslugi.ru indicates a growing network activity of the SIS utilities portal.
