Abstract

The article is devoted to developing the mechanism of municipal financial support for non-profit organizations while implementing socially oriented projects. In the course of the study, the authors pointed out a positive experience of interrelations between the municipal authorities of Chelyabinsk and non-profit organizations in the framework of financial support for their socially oriented activities. The study identifies the reasons for the low competitive activity of organizations in matters of grant-seeking and suggests ways to solve this problem. The aim of the study is to analyze the problems of municipal grant-seeking by non-profit organizations in Chelyabinsk, to identify areas for improving this process and the prospects for its development. Methods: the authors use statistical analysis, system analysis, empirical analysis, regulatory analysis, structural analysis. Scientific novelty of the research: the authors highlight the forms of municipal support, clarify the concept of “municipal grant”, point out the distinctive features of the municipal grant, systematize the procedure for granting municipal grants in Chelyabinsk, define the assessment tools characterizing the effectiveness of grant research in the municipality, define directions for developing the institute of grant research in the municipality. Results: on the basis of analyzing grant-seeking results by non-profit organizations of Chelyabinsk in 2016-2019, positive trends in the development of this process were revealed, namely, an increase in the number of non-profit organizations successfully participating in the competition for a municipal grant. At the same time, problems persist, in particular, in the volume of grant funding, in the development of project and communication competencies of non-profit organizations members, in the absence of a single information platform for non-profit organizations. The analysis of the results shows that the effects obtained from implementing the municipal grant in the social sphere turned out to be much larger than those predicted and became the basis for changing urban space. Conclusion: Municipal grant-seeking by non-profit organizations contributes to the development of non-profit organizations themselves, and is also a key factor in the development of social partnership and creates conditions for improving the social sphere of the city.
