Social and administrative mobbing: reasons, ways, means

Abstract

Introduction. In social psychology, mobbing as a means of violence, harassment, and persecution aiming at suppressing a person is considered primarily in small groups — in work collectives, in educational organizations, in the family. However, in recent years this phenomenon has become widespread in other social associations - mezogroups and large groups, when mobbing is used by regional and municipal authorities to organize revenge on their opponents. The aim of the paper is to determine the essence, explain the signs, motives, ways and means of social and administrative prosecution, limiting the constitutional rights of citizens. Methods. Phenomenological analysis, analysis of documents, content analysis of publications, synthesis of independent characteristics, observation, non-standardized interview, conversation. Scientific novelty of the study. A new aspect of studying the problem of mobbing has been proposed. The motives, ways and means of persecuting citizens by regional and municipal authorities, restrictions of their constitutional rights are characterized. The factors contributing to the growth of aggression, administrative terror in the context of social transformations, the absence of the law dictatorship, and the weakness of civilian control are considered. Results. On the basis of the phenomenological approach, the technology of social and administrative mobbing has been described, its negative consequences, undermining the stability of society, harming the health of citizens, have been revealed and recommendations have been made to resist moral and psychological violence. Conclusions. Social and administrative mobbing must be legally qualified as a form of terrorism with a high degree of public danger. One of the ways to combat mobbing is the resistance of citizens, the use of mass media to expose the initiators and perpetrators of illegal actions. It is necessary to develop special legislative measures aimed at obstructing the administrative prosecution of citizens and restricting their constitutional rights and freedoms.
