Abstract

The article assesses the coefficients taken into account when calculating the rent for using land plots located in the city of Chelyabinsk, state ownership of which is not delimited, and land plots owned by this municipality, approved by the decision of Chelyabinsk City Duma of 06.24.2008 No. 32/7 (as amended on 07/26/2017). Due to the lack of a consistent and clear methodology for calculating adjusting factors for determining the amount of rent for using the land located on the territory of a municipal entity, state ownership of which is not delimited, and land plots owned by municipalities, there is an objective necessity to improve the methodology for determining the rent for the use of land plots, taking into account the interests of both tenants, and the municipality being landlords by adjusting factors that do not result, on the one hand, to the deterioration of the investment climate in the city of Chelyabinsk, due to the overestimation of the calculated coefficients, on the other hand, to a significant decrease in budget revenues due to the lease of land plots. The novelty of the results obtained by the authors consists in preparing proposals and practical recommendations for improving the approaches and methods for calculating the rent for the use of land plots.
