Problem of conceptualizing approaches to reforming the system of public administration in modern times

Abstract

Introduction. The dominant conceptual approaches to reforming public administration are analyzed from the standpoint of the current perspectives on the tasks and prospects of the state in the scientific discourse and practice of reforming, based on the specific conditions and “challenges” facing it as an institution. The aim of the work is to analyze the accumulated conceptual approaches to reforming public administration from the viewpoint of the possibility of ensuring modernization of the state as an institution at the present stage, its transformation, based on the nature of current tasks, to identify the risks and prospects of the proposed approaches to building a public administration system. Methods. The author uses the methods of system, institutional and conceptual analysis, when analyzing specific programs and projects of public administration reforming method of content analysis is used. Scientific novelty of the study. The article presents a consistent system analysis of modern concepts of reforming public administration in comparison with current approaches to defining prospects of the state as an institution, assesses these approaches from the viewpoint of the role of the public administration system in the processes of society modernization. Results. The author systematized the main modern conceptual approaches to reforming public administration, identified their perspectives and risks from the standpoint of the possibility of ensuring not only the stability of the state, but its functioning as one of the key institutions for the development of society. Conclusions. The author notes the importance of the mandatory correlation of the chosen model of reforming public administration with the current state model and the ability to ensure its functioning as an institution that aggregates modernization processes.
