Spatial development as the basis of system approach of state territorial management

Abstract

The article considers the aspects of spatial development of the Russian Federation as a system approach to territorial development. The author summarizes tendencies, problems and challenges of this approach, defines the strategic aim of spatial development and key tasks. Priorities of government support for developing competitive branches of economic specialization of the Russian Federation subjects are pointed out. The author considers development of macroregions, agglomerations, and big cities. The analysis of the existing tendencies of city development, the existing strong and weak points is done. As far as big cities should be in the role of growth point and centers of developing economic branches, social sphere and science of federal and regional significance, the author points out the necessity to work out individual integrated program, considering the unique peculiarities of every city and surroundings. The author underlines that for regulating implementation of tools and approaches to managing territorial development, setting preferential conditions for conducting a business on certain territories of the Russian Federation subjects there should be an integrated system of instruments for territorial development.
