Applying information technologies for assessing professional competence of public civil servants

Abstract

The article analyzes regulatory basis for organizing the assessment of professional competence of public civil servants. The authors points out the peculiarities of applying the competency-based approach in personnel management in public administration. The practicality of applying intellectual computer system in personnel management for assessing public servants’ competence is justified. Mathematical model with the elements of artificial intellect for assessing professional competence of public servants on the basis of fuzzy inference is described. The results of the approbation of the integrated model for assessing professional competence of public servants in personnel management of Orenburg region power bodies are given. The sphere of applying the developed intellectual computer system is connected with solving problems of efficiency improvement in employee rating, perfecting the procedure of competitive selection of candidates for the personnel reserve, forming a databank of the employees as for the job openings. Applying information technologies makes it possible to make the process of assessing the level of professional competence of the applicants for the opening positions and also the acting public servants objective and clear and consequently increase efficiency of personnel management in governing bodies.
