Making political decisions in the context of leading and elite positioning in typologically different political regimes

Abstract

The article analyzes different versions of algorithm of making political decisions through the prism of different models of leading and elite positioning: democratic, authoritarian, totalitarian. The author states that under formally similar stages and sequence of algorithm of making decisions there is essential conceptual and content difference. It can be used by ruling elite, for example, as a proof of accordance to democratic norms and values but at the same time opposition points at quasi democratism, imitation of the processes being watched. Under the absence of social and political arbitration, procedures of congruence of interests and opinions of different parts of the political process it results in the conflict of ruling and oppositional groups. One of the mechanisms of such arbitration is leading and elite positioning and congruence in open and closed modes. For present-day Russia it is characteristic to have a prevalence of closed forms of political congruence and arbitration of suggested variants of decisions.
