Abstract

The article shows that the political system can be considered as a national innovation system that requires modernization and has all the key parameters by analogy with the socio-economic national innovation system. Innovation processes should be provided with appropriate resources, infrastructure, models of interaction of all actors, the request and support from the state and society, the ideology of the value and necessity of innovation, the expertise of the value-target component of innovative transformations. The analysis of the current data of social monitoring on the topic of innovation and modernization in Russia allows us to identify positive dynamics in the formation of the public demand, demand for innovation, and, at the same time, the insufficient effectiveness of the state innovation policy.
