Abstract

State policy and the state as a whole can be built in different ways, relying on different methods, functions and management style, but they all have the same basis - they were all formed by consolidating local communities, creating a request from the bottom up to protect the property and rights of each individual representative of these communities. So, within the framework of this study, the main idea is to analyze the methodologies of foreign and domestic evaluation of the effectiveness of local self-government bodies as a grassroots level of government, from which management begins, which best knows and understands the needs of the population and can respond to them, and, as a result, the formation of a different, more perfect and effective from the point of view of organizational and process aspect of the monitoring system.
