Abstract

A general overview of the development problems of socio-cultural sphere of Arctic regions of Russia and the factors influencing the current state of affairs in this area is presented in the article. The main development features of socio-cultural sphere in these territories and the reasons why it functions exactly as it functions are emphasized taking into account the historical features of the placement and residence of the population in the regions of the Far North of Russia. The necessity to take into account the national cultural factor in the development of the targeted programs of socio-cultural development of Northern regions is also highlighted, and special attention is paid to availability of the services provided to the population by the socio-cultural institutions. Development possibilities and difficulties of socio-cultural sphere of Arctic territories are presented on the example of individual regions.
