Abstract

The relevance of the topic. The instability of activities in government bodies, the insufficiently developed regulatory framework for the activities of state structures, the lack of a unified methodological approach to the formation of state personnel policy - these and other problems lead to the need to study foreign experience in personnel management in the field of public service in order to improve the management of civil service personnel in Russia. Goal. Analysis of contemporary approaches and methods of human resource management in foreign state institutions. Methodology. Methods of logical and comparative analysis of human resource management practices in foreign countries. Results and conclusions. The analysis of scientific sources made it possible to identify methods of personnel management in the context of foreign theories, approaches and models of personnel management in the public service system and propose their correlation. The foreign experience of working with personnel in the civil service is very valuable for Russia. The main vectors of changes in determining personnel management methods in the civil service system of the Russian Federation should be considered: improvement of organizational and structural forms of building and managing civil service personnel based on innovative methods; systematization of personnel management methods; formation of an innovative personnel management system in conditions of risks and crisis phenomena (pandemic, special military operation). The modern model of public service requires the formation of a new format of civil servant, which is characterized by creative thinking, the ability to work in a team, and possession of communication skills. Scope of application. The sphere of public service of Russia.
