Abstract

Introduction. The article is devoted to determining the role of state youth policy in solving youth problems. In a situation of anomie in Russian society, young people are faced with the problems of choosing guidelines for their activities and the meaning of life. State youth policy is aimed at resolving contradictions between demands and opportunities. However, it is necessary to take into account not only the goals of the state, but also the goals and problems of young people themselves. Materials and methods of research. The regulatory framework and practice of implementing youth policy in the Volgograd region are analyzed. The strengths and weaknesses of youth policy have been identified. A sociological study of youth in the Volgograd region was conducted using an online survey. A comparison of youth problems and problems declared in the state youth policy was carried out. When analyzing the results, methods of text analysis and graphical presentation of results were used. Main part. The theoretical foundations for the development of state youth policy are described. An analysis of the regulatory framework for youth policy at the federal and regional levels was carried out. The goals and objectives of the state youth policy are defined. At the paradigmatic level, the principles of this management practice are defined. An analysis of the results of a survey of young people on issues relevant to them is presented. The content of the problems of employment, professional growth, health preservation and moral development of young people has been identified. The content of the youth policy program in the Volgograd region is described. The correlation between youth problems and problems recognized as relevant within the framework of the state program has been revealed. Conclusions. Areas for improving youth policy have been identified. Recommendations have been developed to optimize youth policy taking into account the social needs of young people.
